About ECMS and MOD Applications
ECMS is the web based application hosted at DGH for filing online application for
issuance of Essentiality certificate. Please read carefully below the system requirements
to run the ECMS application.

MOD is also a web based application hosted at DGH for obtaining security clearance
from Ministry of Defence pertaining to all foreign vessels, drilling rigs, barges,
platforms, supply vessels, etc.
System Requirement
To access the ECMS application your computer needs to be a client of DGH network.
To achieve this, you need to establish a connection with DGH's network through a
SSL (Secure Socket Layer) based VPN client. The SSL client used in this application
is called Neoaccel client.
To properly install Neoaccel you need a browser with Java Runtime Environment 1.5
or higher.The recommended environment is Windows Vista with IE7.
Neoaccel client is not properly tested on IE8.

Access MOD Application
Installation Guidelines of Neoaccel client:
- Initially the following screen will appear (on Internet Explorer 7 or higher)
- Click Continue
- On the above screen provide VPN portal access username & password as provided by
DGH.
- Upon successful logon the above screen will appear.
- Make sure that access mode is PHAT as depicted above.
- Now click on the ECMS link to access ECMS application or click on the MOD link to
access MOD application.
FAQ:
- How to check java version on my machine?
:: Go to control panel->Java->General->About. As shown below the java version is
1.6
- Where to get latest java version to access ECMS/MOD application?
:: For browser IE7 or above , ideally nothing is required to be installed. For latest
JRE you can download it from http://java.sun.com
- My application menus are not appearing.
:: Make sure that you have PHAT connection as depicted above. Or else you may have
to download proper java version. Recommended version is JRE 6 with update 12
